This is the process of gear manufacturing. Even though the gear shaper moves very slowly, given enough time, the base material will eventually be shaped into a gear. The reason it moves so slowly and only cuts a small amount each time isn’t because the shaper is dull, but rather to extend its own lifespan and improve machining accuracy. Interestingly, some modern gear manufacturing machines are equipped with coolant systems that spray liquid during cutting to reduce heat and improve precision. If too much material is cut at once, a large amount of heat can build up, potentially causing the gear shaper to deform.
